The State of Kuwait is a sovereign Arab emirate situated in the northeast of the Arabian Peninsula in Western Asia. It is bordered by Saudi Arabia to the south and Iraq to the north and lies on the northwestern shore of the Persian Gulf. The emirate covers an area of 17,820 square kilometres (6,880 sq mi) and has a population of about 2.7 million.

Kuwait is a constitutional monarchy with a parliamentary system of government, with Kuwait City serving as the country's political and economic capital. The country has the world's fifth largest oil reserves and petroleum products now account for nearly 95% of export revenues, and 80% of government income. Kuwait is the eleventh richest country in the world per capita and has the highest human development index (HDI) in the Arab world. Kuwait is classified as a high income economy by the World Bank and is designated as a major non-NATO ally of the United States.

FPCC had shown its interest mainly in the gulf regions since inception as Sri Lanka already exports unskilled labour for such countries. Hence a cordial relationship was made with the Sri Lankan Ambassador to Kuwait HE Mr. Sarath Dissanayake through the Ministry of External affairs on this matter.

The ambassador made a visit to Sri Lanka on June 2010 and negotiations were held at the GMOA Main Office with regard to the above. As a result of series of discussions a formal request was sent by the ambassador to the FPCC to send few selected CVs as sample to be presented to the Kuwait Health Authorities. He further stated that since there is an existing programme to employ Sri Lankan nurses in Kuwait, the chances of getting our Medical Officers recruited is much higher.
